Prior to joining CONMED in 2007, Dr. Turner was President and Chief Executive Officer of EyeTel Imaging, a disease management company focused on early detection of diabetic retinopathy. He previously served as President and Chief Executive Officer of BEI Medical Systems, a company engaged in the development and marketing of a minimally invasive system for the ablation of the endometrial lining of the uterus, until its sale in 2002 to Boston Scientific. Prior executive leadership positions include President of the Healthcare Group for the Cooper Companies; President and Director of CooperLaserSonics, Inc; President of CooperVision, Inc.; President and Chief Executive Officer/Director of Pancretec, Inc. (acquired by Abbott Labs, Inc.); and, President of Kay Laboratories (acquired by Baxter, Inc.). Dr. Turner earned a Bachelor of Science degree from Old Dominion University, his MBA from Pepperdine University, and his PhD from Berne University.

He joined CONMED in September 2006 from Vasomedical, Inc., where he was Chief Financial Officer for three years, prior to which he served ten years as Vice President, Finance and Administration of BEI Medical Systems Company, Inc. Prior positions include Corporate Controller of Disctronics Ltd., Controller and Chief Financial Officer of Cavitron, Inc./CUSA, a medical device, engineering and manufacturing company, and Manager of Profit Planning and Manufacturing Controller of Chesebrough-Ponds International. Mr. Fry holds a Bachelor of Science degree in Business Administration from Southeast Missouri State University and earned his MBA from Pace University.
management teamStephen B. Goldberg, MDChief Operating OfficerDr. Goldberg joined CONMED in 2008 when the Company merged with Correctional Mental Health Services, LLC (CMHS), which he founded in 2002. He continues to serve as President of this wholly owned subsidiary and heads CONMED's Mental and Behavioral Health Services. In the fall of 2010, Dr. Goldberg was appointed Executive Vice President of Clinical Affairs for CONMED with responsibility for all somatic, behavioral health, dental and nursing services within CONMED's contracted facilities across the country. Dr. Goldberg was appointed Chief Operating Officer of CONMED following the acquisition of CONMED by Correct Care Solutions, LLC (CCS). Dr. Goldberg has worked in local jails since 1995 and was employed by Maryland’s only maximum security forensic hospital, from 1997 to 2004 as a staff Psychiatrist, then as the Director of Admissions, and ultimately as the Director of Pretrial Services. After developing a unique and innovative program for addressing mental health needs in local detention centers, he founded CMHS in 2002 as its Chairman and Medical Director. CMHS rapidly set a new standard of care in Maryland for managing a jail’s mental health needs and his programs have since been successfully applied to facilities around the country. Dr. Goldberg’s experience in the correctional setting has uniquely prepared him for his current position, where he continues to implement innovative, fiscally responsible programs that continue to reinforce and further establish CONMED’s reputation for clinical excellence. A Board Certified Psychiatrist with added qualifications in Forensic Psychiatry, Dr. Goldberg holds a Bachelor of Science degree from the University of Florida. He earned his medical degree from the University of Colorado School of Medicine, completed his Residency training in Psychiatry at the University of Maryland School of Medicine and his Fellowship training in Forensic Psychiatry at the University of Maryland/Johns Hopkins combined fellowship program. He holds teaching appointments at the University of Maryland School of Medicine, Johns Hopkins School of Medicine, and Walter Reed Medical Center, Dr. Goldberg has spoken to national audiences at the annual meetings of the National Commission on Correctional Healthcare (NCCHC), the American Academy of Psychiatry and the Law (AAPL) and the American Psychiatric Association, has been invited to give Grand Rounds at teaching hospitals around the country, is a Certified Instructor for Police and Corrections Officers in Maryland and Virginia and has been a Guest Lecturer at Schools of Law.

Rhodes, Jr., MDChief Medical Officer, Somatic HealthDr. Rhodes first joined CONMED in 1998 and then worked as an independent contractor for CONMED from 2004 until 2007, providing medical services to contracted facilities in Maryland and Virginia. He left briefly to focus on his private practice and rejoined the Company in September 2010, serving as the on-site Medical Director at the CONMED-contracted facilities in Alexandria and Loudoun County, Virginia. He and was promoted to the position of Chief Medical Officer for Somatic Health in April 2011. Prior to joining CONMED, Dr. Rhodes was in the United States Navy, both on Active Duty and in the Reserves, serving as a Medical Officer and a Flight Surgeon from 1991 until 2004. He also owned and operated Centreville-Chantilly Family Practice in Centreville, Virginia from 2004 until 2010. Dr. Rhodes earned a Bachelor of Science degree in Neuroscience from the University of Pittsburgh and his Medical degree from the University of Pittsburgh School of Medicine. He completed his residency training in Family Medicine at the University of Pittsburgh Medical Center, Shadyside and completed his Board Certification in Family Practice. Dr. Rhodes is a member of the American Academy of Family Physicians and the Medical Society of Virginia. He twice received The Navy and Marine Corps Commendation Medal.
management teamJohannes Dalmasy, MDVice President, Chief Medical Officer, Mental and Behavioral Health ServicesDr. Dalmasy has over 15 years in correctional experience. The exemplary quality of his services in the public sector has garnered him official recognition by the Mayor of Baltimore and the Governor of Maryland. He joined CONMED in 2008 when the Company merged with Correctional Mental Health Services, LLC (CMHS). In addition to his regular clinical and administrative duties, Dr. Dalmasy has been an examiner for the American Board of Psychiatry & Neurology and also works as a sports psychiatry consultant, both nationally and internationally, to professional athletes, sports teams and organizations. He has been asked to speak on numerous occasions on topics that include cross-cultural mental health, medico-legal and ethical issues in psychiatric practice, and behavioral sports medicine. A Board Certified Psychiatrist, Dr. Dalmasy attended medical school at the Pontificia Universidad Católica Madre Y Maestra in his native Dominican Republic. He completed specialty training in psychiatry at the University of Maryland in Baltimore, and is a Clinical Assistant Professor of Psychiatry at the University of Maryland School of Medicine, where he has taught medical students and psychiatry residents for more than a decade.

Powell, DDSDirector of Dental ServicesDr. Powell joined CONMED in 2009 as an associate dentist to provide dental care at the Harford County Detention Center, and was promoted to Director of Dental Services in 2010. He previously was in private dental practice in Virginia and West Virginia, and provided preventive dental services to the elementary school students throughout the Shenandoah Valley of Virginia. Dr. Powell received his commission as a Lieutenant in the United States Navy Reserve Dental Corps in 2010. He is currently assigned to the Operational Support Health Unit (OSHU) Bethesda of the Walter Reed National Military Medical Center, where he works to ensure the medical and dental readiness of our country’s dedicated Navy Reservists. Dr. Powell earned his Bachelor of Science degree from James Madison University and his Doctorate of Dental Surgery from the Baltimore College of Dental Surgery, Dental School, University of Maryland at Baltimore. He is currently a member of the Academy of General Dentistry and the Academy of Correctional Healthcare Professionals.

Schemm, LCPCDirector of Operations, Mental and Behavioral Health ServicesMichael Schemm joined CONMED in June 2010 as a Mental Health Coordinator and was promoted to Director of Operations, Mental and Behavioral Health Services, in January 2011. Prior to joining CONMED, Mr. Schemm worked in a community-based group practice that provides psychotherapy to the general public. With more than three decades experience in the mental health and educational fields in Maryland, Mr. Schemm has extensive experience in developing and directing inpatient and residential mental health programs serving populations requiring secure environments in both the public and private sectors. Mr. Schemm also specializes in developing innovative programs for special needs populations. As such, he is well versed in policy development, meeting local, state and national accreditation standards, staff development, and risk management. Mr. Schemm holds a Bachelor of Arts degree and a Master of Science degree in Clinical Psychology from Loyola College, and a Master of Arts degree in General Administration from the University of Maryland.

DelbridgeVice President, Quality Assurance and StandardsMr. Delbridge joined CONMED in 2006 from the Harford County Sheriff's Office Correctional Services Bureau where, during his 25-year tenure, he achieved the rank of Captain and, as Division Commander, had a diversity of operational and administrative managerial assignments. During his 18-year tenure as Accreditation Manager, he guided Harford County Detention Center to its initial American Correctional Association accreditation and four subsequent re-accreditations. The facility received five consecutive Recognition of Achievement Awards from the Maryland Commission on Correctional Standards for 100% compliance. In addition, he prepared the Harford County Sheriff's Office for compliance with standards of the Commission on Accreditation for Law Enforcement Agencies (CALEA). He has conducted compliance assessments and pre-audit surveys in numerous correctional facilities determining compliance levels for the Virginia Department of Corrections, Maryland Commission on Correctional Standards, and Oregon State Sheriff's Association. Mr. Delbridge previously served as a U.S. Navy Corpsman attached to the U.S. Marine Corps 4th Engineer Battalion. Mr. Delbridge earned an Associate of Arts degree in Criminal Justice, and was a trained instructor for Direct Supervision Management and Interpersonal Communications Skills for the National Institute of Corrections (NIC). He is a certified auditor for the American Correctional Association, and served as a Duly Authorized Inspector for the Maryland Commission on Correctional Standards.
management teamGeorgia L. Perdue, DNP, FNP-BC, CRNPVice President, Nursing and Program ServicesDr. Perdue joined CONMED in 2007 as a certified Family Nurse Practitioner. She accepted the position as Vice President of Nursing and Program Services in July 2011. She has been a licensed practicing nurse in the State of Maryland for over 15 years and a Nurse Practitioner since 2005. Dr. Perdue has over 15 years of experience working in corrections, which includes working with psychiatric patients in the State of Maryland corrections system, and working as a clinician in Family Practice providing medical care for psychiatric patients. Prior to joining CONMED, she held positions as a Health Services Administrator, and as a Regional Health Services Administrator, specializing in contract set-ups and National Commission on Correctional Health Care (NCCHC) pre-audits. Dr. Perdue's expertise and research focus is on workplace violence, injury tracking tool development, and post-incident staff supports and concepts. She has held the position of Legislative Co-Chair of the Maryland Nurses Association Legislative Committee and the Vice President for Maryland Nurses Association District 4. Dr. Perdue is a member of Sigma Theta Tau, the Honor Society for Nursing, a life-time member of the International Association of Forensic Nurses (IAFN), a member of the American Nurses Association (ANA), and a member of the Nurse Practitioner's Association of Maryland (NPAM). Dr. Perdue received her Bachelor of Science and Master of Science degrees in Nursing from Salisbury State University, Salisbury, Maryland, her Family Nurse Practitioner Certification from Wilmington University in Delaware, and her Doctor of Nursing Practice degree from the University of Maryland in Baltimore.

Besser, SPHRDirector, Human ResourcesMs. Besser joined CONMED as the Director, Human Resources in 2011 with more than 30 years experience providing human resources support and counsel to a variety of industries including defense contractors, engineering, aerospace and space technology organizations, manufacturing and retail companies, as well as finance and accounting firms. Prior to joining Conmed, Ms. Besser held the position of Regional Human Resources Manager for ITT Corporation, where she led the delivery of strategic and operational human resources services. She has held a variety of other key human resources positions spanning her career, including Director of Human Resources for Orbital Sciences Corporation and Human Resources Director for Smiths Aerospace. Ms. Besser has been responsible for the design and implementation of all human resources strategies, policies, and processes for several corporations. Her experience includes recruiting, talent management, benefits administration, HRIS, policies and procedures, performance management, organizational design, employee relations, employment law and legal compliance. Ms. Besser studied music and voice at Shepherd University and has furthered her studies in a Bachelors of Science program in Human Resources Management and Finance at the University of Maryland, University College (UMUC). She earned a certificate in Human Resources Management from Villanova University and is a member of the Society for Human Resource Management and holds their certification as a Senior Professional Human Resources (SPHR).

Mr. Doll previously held a series of senior positions with minimally invasive surgical and diagnostic device companies, including Pentax Precision Instrument Corp, Karl Storz Endoscopy Inc. and C. R. Bard. Mr. Doll attended Rensselaer Polytechnic Institute where he studied Mechanical Engineering.

Rosenblatt, JDVice President, Governmental Policy and Legal Affairs, Chief Administrative OfficerMr. Rosenblatt joined CONMED January 2010 as Vice President, Governmental Policy and Legal Affairs, and was appointed Chief Administrative Officer in November 2010 as a supplement to his General Counsel responsibilities. Prior to joining CONMED, Mr. Rosenblatt had a 30-year career in State service, including 20 years as an Assistant Attorney General in the Maryland Attorney General’s office, the last eight of which were provided as counsel to the Maryland Department of Public Safety and Correctional Services (DPSCS). In 1999 Mr. Rosenblatt was appointed to serve as the Director of the Patuxent Institution, an 850-bed maximum security facility for sentenced Maryland prisoners dedicated to behavioral and substance abuse treatment, and service to the mentally ill. His experience in managing the mental health component of the State’s inmate healthcare contracts led to his promotion in 2003 to the position of Assistant Secretary for Treatment Services of DPSCS, with responsibility for all medical, mental health, substance abuse, social work, and reentry services within the Baltimore City Jail and State correctional systems. Mr. Rosenblatt has been active throughout his career with the Maryland Correctional Administrators Association (MCAA), and has served as one of the leading voices in the Maryland General Assembly on sentencing and correctional issues. In 2009, the MCAA honored Mr. Rosenblatt with its highest honor, the Jack DeWitt Award, for his many years of service to the organization and corrections in Maryland. Mr. Rosenblatt has also been active in the American Correctional Association, serving as the Maryland representative to the Coalition of Correctional Health Authorities and participating on the medical, mental health, and substance abuse committees. Mr. Rosenblatt earned a Bachelor of Arts degree from Pennsylvania State University and a JD from the University of Maryland School of Law.
management teamLauren B. KrogerSenior Vice President, OperationsMs. Kroger joined CONMED in January 2012 as Vice President, Operations. Ms. Kroger is a licensed Registered Nurse with more than 30 years of healthcare experience. Prior to joining CONMED, Ms. Kroger was the Vice President of Health Services for The GEO Group, an international and domestic outsource provider of correctional health services, where she was responsible for oversight of the company’s health services operations. Among her responsibilities, she supervised three regional directors and 31 facilities, including staffing, development of corporate policies, procedures and protocols, and budgeting. Ms. Kroger was promoted to Senior Vice President, Operations in July 2012. Ms. Kroger has an extensive background and experience working with the standards of the Joint Commission on Accreditation of Healthcare Organizations (JCAHO), the National Commission on Correctional HealthCare (NCCHC), the American Correctional Association (ACA), the Bureau of Prisons, OSHA, the U.S. Marshals Service, and the Department Homeland Security. Ms. Kroger earned her Bachelor of Science Degree in Nursing from the University of Southwestern Louisiana, Lafayette, Louisiana. She is a member of the Academy of Correctional HealthCare Professionals, the American Correctional Association, and the Association of Women Executives in Corrections.

Mr. O’Toole has nearly 20 years of accounting, finance, and operations experience in successful high growth healthcare, retail, technology, and E-commerce firms. Mr. O’Toole’s background includes financial reporting and analysis, financial modeling, budget and forecast development, acquisition and merger due diligence, financial systems development and implementation, infrastructure planning, and Sarbanes-Oxley compliance. Prior to joining Conmed, Mr. O’Toole served as Director of Accounting for HealthExtras, Inc., the parent company of CatalystRx. His responsibilities included development, selection, implementation and training of financial information systems, compliance with Sarbanes-Oxley regulations, and SEC, 10Q/K and tax filings. Previous experience included positions with AKQA, Inc. as Finance Director, Explore, Inc. as Controller, and E.Magination where he served as Controller and Operations Manager.
