Successful Transitions – Multiple New Contracts with July 1, 2009 Start Dates CONMED was awarded multiple new contracts, each with a services start date of July 1, 2009. Preparation for the start of services at any new facility involves detailed planning and careful execution, and the start of three (3) new contracts simultaneously required that the CONMED Transition Team coordinate the activities of all available resources to ensure that each of the new facilities had uninterrupted services for the care of their inmates. Information about the successful implementation of services at these three (3) new contracted facilities is provided below.

Coos County Jail, Oregon Conmed, Inc. (CONMED) was awarded the medical contract for the Coos County Jail, Coquille, Oregon with an effective start date of July 1, 2009, to provide medical, mental health, and dental services which included healthcare staffing coverage, pharmacy services, and out-of facility specialist and hospital care.
As is standard practice, CONMED began investigating employment interest by qualified professionals before the contract was awarded by utilizing its ongoing, comprehensive recruitment program which includes networking with area hospitals, contacting professional societies, and advertising in local print media and on dedicated Internet sites. Once awarded the contract, members of CONMED’s Transition Team, which consisted of the Regional Vice President and Medical Director - Pacific Northwest Region, Vice President - Human Resources, Vice President - Quality and Standards, Director - Nursing and Program Services, and the Transition Team Leader, remained on-site prior to the start date, recruiting and interviewing existing staff and new applicants, completing background investigations, conducting orientation and training of new staff, reviewing all standards and compliance, and reviewing all existing high priority cases within the inmate population.
Additionally, during this transition period, the Transition Team established accounts for laboratory services, third-party administration for out-of-facility services costs, office supplies, medical waste removal, mobile X-ray service, pharmacy, and medical supplies. Also, an effective working relationship was confirmed with the local hospital.
Employees were hired to fill full-time, part-time, and PRN positions to include Health Service Administrator / RN, EMTs, Physician, Mid-level Provider, Dentist, Psychiatrist and Social Worker. Prior to CONMED’s award of the contract, this Facility was using county employees to fill positions within the medical department.
CONMED worked closely and collaboratively with the jail administration and staff, local vendors, suppliers, and the local hospital to ensure a smooth, seamless and successful transition for the provision of quality correctional healthcare services on an uninterrupted basis at the Coos County Jail.

Creek County Detention Center, Sapulpa, Oklahoma CONMED, Inc. (CONMED) was awarded the medical contract for the Creek County Detention Center in Sapulpa, Oklahoma with an effective start date of July 1, 2009, to provide medical and mental health services, in addition to full healthcare staffing coverage, pharmacy services, and out-of facility specialist and hospital care.
As part of the proposal preparation, Conmed began investigating employment interest by qualified professionals before the contract was awarded by utilizing its ongoing, comprehensive recruitment program which includes networking with area hospitals and universities, contacting professional societies, and advertising in local print media and on dedicated Internet sites. Once awarded the contract, members of CONMED’s Transition Team, which consisted of the Regional Vice President and Medical Director - Midwest Region, Vice President - Human Resources, Vice President - Quality and Standards, Director - Nursing and Program Services, the Transition Team Leader, and a Senior Health Services Administrator, were on-site prior to the start date, recruiting and interviewing new applicants, completing background investigations, conducting orientation and training of new staff, reviewing all standards and compliance, establishing and integrating the record-keeping system, and reviewing all existing high priority cases within the inmate population.

CONMED worked closely and collaboratively with the jail administration and staff, local vendors, suppliers, and the local hospital to ensure a smooth, seamless and successful transition from the incumbent contractor for the provision of quality correctional healthcare services on an uninterrupted basis at the Creek County Detention Center.

Washington County Detention Center, Hagerstown, Maryland CONMED, Inc., was awarded the medical contract for the Washington County Detention Center in Hagerstown, Maryland with an effective start date of July 1, 2009 to provide medical, mental health and dental services, which includes 24/7 healthcare staffing coverage, pharmacy services, and out-of facility specialist and hospital care. This was CONMED’s 18th contracted facility in Maryland.
